TAIWANTaiwan is located off the southeastern coast of China, north of the Philippines and south of Japan. Taiwan is also known as the Republic of China. Archaeologists believe the island was populated as far back as 10,000 BC. During the 15th century, Chinese immigrants began moving into the region. Throughout the centuries that followed, the island was also under the control of the Portuguese (who named it Ilha Formosa—the beautiful island), the Dutch, the Spanish, the Dutch again, the Manchu dynasty, and even the Japanese. Still, it was not until 1949 that the Republic of China was born when the Nationalist Party and 1.5 million Chinese fled the mainland in the wake of Communist takeover.
The Children and Childcare Facilities
Girls and boys ages 1-14 months are available. Older children, special needs children, and sibling groups are rarely available. The Taiwan Program is operated out of Taichung, a city in the heart of Taiwan. All babies are first placed in a facility staffed entirely by medical professionals for observation. The children are then cared for at the Taiwan nursery until about 3 months of age. Then, the children are placed with handpicked foster families, of whom the Taiwan facility social workers regularly visit. Adoptive families must pay foster care costs for 6 months, beginning the day their child was placed in the Taiwan nursery. (This includes the time before they were referred to the family. Adoptive families must pay foster care costs for 6 months, beginning the day their child was placed in foster care. If the adoption process takes less than 6 months, the balance is returned to the family. If the adoption takes more than 6 months, families must pay the difference.
Requirements for Adoption
Couples must be married at least five years and be between the ages of 28 to 47 years old. Both parents must have some post high school education. Families must have no more than 3 existing children to adopt. Combined annual income must be at least $30,000. Minor health issues are okay. Birth families are often involved in the selection process.
Adoption Process
- Complete home study and submit the I-600A form to the USCIS
- Submit Sunshine agency contract and Taiwan approval form
- Once approved, wait time for the referral begins which is around 18-24 months
- Family will receive a referral consisting of photo(s), medical, birth certificate, and brief social background.
- Upon acceptance of referral, send clear scan of your passports for Taiwan to prepare your dossier documents
- Family completes dossier to be sent to the Supreme court of Taiwan
- You will be notified of your travel date. Families typically travel within 4-6 months after submitting their dossier. You will need to travel for approximately 3-6 days. You will pick up your child in Taichung. The birth mother may request a meeting. You will also meet with the foster care provider and the staff at the child placement agency and have an appointment at the American Institute of Taiwan.
